What is the Energy Company Obligation (ECO4) scheme?

The ECO4 scheme is a UK energy efficiency scheme backed by the government. The aim is to encourage energy companies to improve energy efficiency in homes throughout the country.

Here’s a breakdown of what it involves:

Purpose: The scheme is designed to fight fuel poverty (where people struggle to afford to heat their homes) and combat climate change.

How it Works: Energy companies have a duty to improve energy efficiency in the UK’s homes. They choose who to partner with and which projects to fund. The grant is given to installers and not directly to homeowners.

Duration: The ECO4 scheme started on 1 April 2022 and will end on 31 March 2026 or sooner if the funding has been allocated prior to this date.

Target Homes: ECO4 focuses on homes that are the least energy-efficient and which cost more to heat. The scheme is specifically focused on homes with an EPC rating of D-G.

Improvement Goals: The scheme’s goal is to raise Aberdeenshire homes in bands D and E to at least a band C, and homes in bands F and G should react at least band D.

Types of Improvements: From improved insulation and central heating to solar panel installation, ECO4 offers a wide selection of improvements.

Quite simply, ECO4 is all about encouraging energy suppliers to help improve energy efficiency in the home, focusing on low-income and vulnerable households that aren’t efficient.

What Energy-Saving Measures Are Available?

For Aberdeenshire residents, there is a range of energy-saving measures available under the scheme.

They include:

Electric Storage Heaters: High heat retention storage heaters utilise cheap off-peak electricity to charge overnight and the heaters then release the heat slowly throughout the day. Storage heaters can be a much more energy efficient and cost effective way of heating a property as opposed to electric convector heaters.

External Wall Insulation – EWI involves installing insulation boards on the outside walls of the property and rendering over the top. EWI is a great way of insulating a solid wall property. However, it is not suitable if the property is a listed building or in a conservation area.

Loft Insulation: Adds or upgrades insulation in the attic to retain heat within the habitable rooms in the property.

Internal Wall Insulation: This work involves installing insulation and plasterboard on the inside walls of the property. This is a very effective way of insulating older properties that are constructed with solid brick or solid stone walls.

Cavity Wall Insulation: Polystyrene beads are inserted within the cavity between the external and internal walls to reduce heat loss via the walls. Not all properties are suitable for cavity wall insulation and so a survey would need to be carried out to determine if your property was suitable.

Gas Central Heating: If there are currently no radiators in your property and the property has an existing gas meter, then funding may be available to install a boiler and radiators to supply hot water and heat.

Air Source Heat Pump: An ASHP harnesses heat from the external environment to provide hot water and central heating for your home. This can be a very effective way of heating a home, especially if used in conjunction with solar panels, which would provide free electricity to run the heat pump.

Solar PV: Renewable technology that converts sunlight into electricity, to provide free electric for your home every day of the year.

Room In Roof Insulation: Used to insulate a loft that has been converted into a habitable room.

Is Fuel Poverty Affecting You?

If you’re struggling to afford to heat your home, you could be one of the millions of people in the UK affected by fuel poverty. This happens when you cannot afford the necessary energy costs to stay warm in your home. Perhaps you are making tough choices at the moment about heating your home or putting food on the table. It’s important to realise that you’re not alone.

One of the biggest reasons for fuel poverty besides rising energy costs is that many homes in Aberdeenshire aren’t connected to the mains gas network. This means they are relying instead on more expensive fuel sources, such as LPG, electricity, oil, or coal. A lot of properties in the region are also built from stone and can therefore be quite cold and draughty.

How ECO4 Energy Saving Grants Can Help

Applying for ECO4 funding offers many benefits for homeowners, landlords, and tenants.

Here are just some of the reasons you should apply:

Financial Savings: When a home becomes more energy efficient, it becomes cheaper to heat. That’s great news for people struggling to heat their homes.

Enhanced Comfort: If your home is cold and draughty, energy improvements like insulation can make such a difference to your comfort levels.

Environmental Impact: Making homes more efficient is great for the environment, too! You can make a real difference by applying today.

Increase Property Value: Did you know that energy improvements could add value to your home? Buyers will prefer a home that is cheaper to heat and more efficient overall.

Support for Vulnerable People: The ECO4 scheme is designed to help those living with fuel poverty, the vulnerable, and low-income households. If you don’t receive benefits, you might also be eligible for assistance through other routes.

Health Benefits: Cold and damp living conditions can make health problems like arthritis, respiratory conditions, and mobility issues worse. Improvements to the energy efficiency of the property can make a very big difference.

A Choice of Options: The ECO4 funding scheme offers a wide selection of solutions tailored to the individual needs of your home.

No or Low Upfront Cost: Many energy improvements are available with no or minimal upfront costs.

Government-Backed: The ECO scheme is government-backed, ensuring that all work is compliant and homeowners are protected.

Local Authority Flexibility (LA Flex): LA Flex allows local authorities to extend the eligibility criteria of the scheme and help more vulnerable people in their communities.

Can I Get a Grant If I’m Not on Benefits?

If you’re not on benefits, there may be another way to qualify for the Energy Company Obligation scheme. It’s called LA Flex and it’s available to Aberdeenshire homeowners, landlords, and tenants. It’s specifically designed for homes without a mains gas connection, where the total income of the household is below £31,000 a year, or where an occupant has a long-term health condition.

LA Flex, while not funded directly by the council, has its eligibility criteria set by the council. This makes it easier for residents to access the right support. Two further government schemes, the Great British Insulation Scheme (GBIS) and Local Authority Delivery (LAD) are also available, both aimed at improving the energy efficiency of properties that have low Energy Performance Certificate (EPC) ratings.
